John O'Keefe enters his fourth year as Associate Athletic Director for Budget and Finance at Williams College in 2025-26. He was appointed to the position in September 2022.

O’Keefe comes to Williams with an extensive background in the management of complex operations after serving 16 years as the Town Manager for Manchester, Vermont. In that role, he oversaw every aspect of town management, development, modernization, budget and finance.

He also oversaw an economic-development initiative focused on sports and recreation, including the development of Applejack Stadium, which has hosted over 30 NCAA teams, USL League Two and Women's Premier Soccer League, as well as hosting Vermont State High School Championships. Applejack Stadium also hosted numerous WIlliams College women's soccer preseason scrimmages over the years and four regular season games in 2022 and 2023 during the Manchester Women's College Soccer Cup, which the Ephs won in 2023.

“I am excited about the skill set John brings to the department,” stated Athletic Director Lisa Melendy at the time of O'Keefe's hiring. “His broad-based experience will serve us well as we continue to shape our department for the future. I am confident he will be able to bring innovation and new approaches to the department based on his experience outside of athletics."

Before serving as Town Manager, O'Keefe worked in the Massachusetts Governor's Office, Massachusetts Highway Department, Massachusetts House of Representatives and the New York State Division of the Budget. He earned a graduate degree in public administration from the State University of New York at Brockport and an undergraduate degree in history and US politics from the State University of New York at Potsdam. He also studied in Dublin, Ireland, for a semester. 

“What most attracted me to the position of Associate Athletic Director was the current department leadership, staff, coaches and Williams' reputation as a powerhouse in Division III NCAA athletics and one of the very best academic institutions in higher education in the United States," O'Keefe said at the time he was hired. "I will work tirelessly on behalf of the Athletic Department and the student-athletes at Williams College to help maintain the high degree of excellence and integrity that has defined the Ephs.”
